A second generation Fresno resident; admitted to the bar, 1975. Santa Clara University (B.S., 1971); San Joaquin College of Law (J.D., 1975). Law Clerk to the Honorable M.D. Crocker, Presiding Federal Judge, U.S. District Court, Eastern District of California, 1975-1976. Associate attorney with the labor law firm of Littler, Mendelson, Fastiff &Tichy in San Francisco, 1976-1978. Partner of Thomas E. Campagne, A Professional Corporation in Fresno, 1978-2004. Partner of Campagne & Campagne, A Professional Corporation in Fresno, 2005 through present. Member: Fresno and American Bar Association (Member, Labor Law Section); State Bar of California (Labor Law Section); The Association of Trial Lawyers of America; Federal Court Bar Association. Mr. Campagne is married to Sarah. They have four children.

Mr. Campagne has had over 300 (administrative and civil court) Trials. Mr. Campagne is admitted in all of California’s trial and appellate courts; and in all of the four Federal District Courts of California (Northern, Eastern, Central and Southern Federal District Courts of California), as well as in the Federal Districts of Texas, Colorado and Arizona; the Federal Ninth Circuit Appellate Court in San Francisco; the Federal Court of Claims in Washington, D.C.; and in the U.S. Supreme Court in Washington, D.C.; Mr. Campagne has had over 82 reported/published “litigation decisions” before various Agencies such as the NLRB, DFEH, OSHA, and the ALRB; and before various California Appellate and Federal Appellate Courts. Mr. Campagne is one of two San Joaquin Valley attorneys to have had “oral arguments” before the U.S. Supreme Court in Washington, D.C. (The case involved whether generic advertising assessments implicated the First Amendment and Administrative Procedures Act). Also, Mr. Campagne is one of three Joaquin College Valley attorneys to have conducted Agriculture Marketing Order litigation before the USDA and Federal Ninth Circuit Court of Appeals. (These cases involved Administrative Agency challenges to the Navel Orange, Valencia Orange, and Lemon Marketing Orders’ regulatory provision for “prorate” flow-to-market sales restrictions (disallowing open marketing); Mr. Campagne’s agricultural litigation received the honor of being featured on the cover of the California Bar Association’s "California Lawyer Magazine" in 1982. In 1990, Mr. Campagne received the honor of being selected to serve as the Chairman of the Eastern District Federal Magistrate Judge “Selection Committee.” In 2012, Mr. Campagne was honored by being inducted into the San Joaquin College of Law "Hall of Fame" for distinguished legal service to the Central Valley community. Mr. Campagne is an adjunct faculty member at San Joaquin College of Law where he teaches "Drafting Business and Employment Contracts" and also serves as a Moot Court Judge.
